Okay, no. As much as I’ve always been of the mind that this was Loki’s magic at work, and not Odin’s, babies really are not capable of anything approaching that level of conscious thought. It was an instinctual survival technique. “If I look more like the guy who just picked me up and is, at this moment, my only hope for survival, then that increases my chances of being adopted.” Again, not that Loki actually had the capacity to think that at that point. But it was his instinct as a shapeshifter.
And if you can honestly look at the expression on Odin’s face, how gently he’s holding that baby, even soothingly stroking his head a tiny bit… I just don’t know. Yes, Odin had ulterior motives. But were they his only motives? Loki learned his own moral ambiguity from the best.
